Working rules of the secretariat of the national technical committee on earthmoving machinery of standardization administration of China (draft)


1 the general


The secretariat of the national technical committee on earthwork machinery of standardization administration of China is a permanent office under the national technical committee on earthwork machinery of standardization administration of China (hereinafter referred to as bid committee). The secretariat shall be presided over by the secretary-general, and carry out the tasks of the secretariat specified in the resolutions of the bid committee and the articles of association of the national technical committee on earthmoving machinery of standardization administration of China.


Organization of the secretariat


The secretariat is composed of the secretary-general, the under-secretary-general and the staff. The secretariat is located in tianjin engineering machinery research institute.


3 responsibilities of the secretariat


3.1 put forward the draft proposal and annual summary of the professional standard system, various work plans, annual plans, programs and measures of the bid committee.


3.2 formulate specific implementation measures according to the resolutions and work plans adopted by the bid committee, check, master and coordinate the work progress of each working group and the responsible unit of the project.


3.3 organize the formulation and revision of national and industrial standards of the specialty; To be responsible for the review, review, report, review and modification of the professional standards.


3.4 responsible for the preparation, organization, preparation and distribution of the meetings of the bid committee and the standards review meeting.


3.5 responsible for the centralized standard publicity, interpretation and technical consulting services of the bid committee, collecting, researching and analyzing the problems in the implementation of the standards, and participating in the product quality and safety certification.


3.6 in accordance with relevant regulations of the state, responsible for the domestic centralized work of ISO/TC l27 technical committee for earthmoving machinery of the international organization for standardization, collecting, keeping, copying, distributing, translating and compiling relevant documents and soliciting opinions on the draft standards.


3.7 liaison and technical coordination with other standardization or academic organizations.


3.8 according to the provisions of archives management, establish the management system of sending and receiving, numbering, registration and filing of standard data, and be responsible for the management of documents, technical data and standards.


3.9 to be responsible for the collection and financial management of funds for activities of the bid committee and the secretariat.


3.10 report the work of the bid committee and forward relevant documents of the superior.


3.11 party b shall be responsible for putting forward to the bid committee opinions on commending and rewarding excellent standardization work achievements and collective and individual works, as well as submitting Suggestions to relevant departments and reviewing the submitted documents, and shall report to the competent department after being approved by the chairman.


3.12 responsible for the business contact with members and observer members, as well as the issuance of standard texts.


3.13 entrusted by the chairman and vice-chairmen, regularly report the progress and operation of the secretariat to the bid committee members and leading departments.


3.14 accept and handle proposals and Suggestions from members.


3.15 regular staff meetings shall be held to discuss and study the secretariat's implementation of the work arrangement arranged by the bid committee, check the plan and coordinate the work.


3.16 responsible for the compilation, publication and distribution of the publications hosted by the bid committee (e.g., standard compilation of earthmoving machinery).


4 financial system


4.1 establish a special bank account for bid committee funds in the unit where the secretariat is located.


Expenditure include: 4.2 conference activities, members of the secretariat and the entrusted this standard council staff travel expenses, personnel labor (including part of post allowance), the necessary office, communications, technical data sent to observe members (including materials), and revising project, test allowances and incentive fees, etc., upon the approval of the secretary-general, general spending significant costs approved by the director of the committee members.


4.3 the expenditure must comply with the relevant provisions of the state financial department and the financial system and procedures of the unit where the secretariat is located, and accept the supervision of the financial department of the bid committee and the unit where the secretariat is located.


4.4 the annual budget and final accounts report submitted by the secretariat to the bid committee shall be examined by the bid committee, approved by the chairman and submitted to the superior competent department for record.


5 bylaw


5.1 all operational work of the secretariat shall be carried out under the auspices of the secretary-general. Documents, letters, facsimiles and notices of the secretariat shall be sent out or reported to the competent departments after being examined, signed and stamped with the seal of "secretariat of the national technical committee on earthmoving machinery of standardization administration of China". The official letter, document and notice of the bid committee shall be examined and verified by the secretary-general, signed and issued by the chairman (vice chairman) and stamped with the seal of "national technical committee on earthmoving machinery of standardization administration of China", and then sent out or reported.


5.2 the secretariat shall have a corresponding management system and necessary office supplies (microcomputer information processing, copying and typing, communication equipment, network conditions, etc.).


5.3 the bid committee shall have the right to modify and interpret these rules, and these rules shall come into force after being approved by the plenary meeting of the bid committee. Matters not mentioned in these rules shall be supplemented by the secretariat and shall be implemented after the approval of the bid committee.
